Modus

Die 94 Teams wurden zunächst in sechs Gruppen eingeteilt. Jedes Team spielte innerhalb der Gruppe zweimal gegeneinander. Für einen Sieg gab es zwei Punkte, für ein Unentschieden einen Punkt. Der Sieger der Finalrunde stieg in die Klass A auf.
